Intellectual Capital Management (ICM) is a set of simple management tools, which allows enterprises to tap into reservoirs of knowledge and expertise that they already possess but may not be exploiting effectively. It also helps them to appreciate competitive pressures from outside and identify their needs to obtain improved knowledge and expertise.
The Intellectual Property Department (IPD), the Innovation and Technology Commission and the Trade and Industry Department have jointly launched an Intellectual Capital Management Consultancy Programme -- a FREE consultancy service which aims to help enterprises, especially SMEs, to gain an understanding of ICM and to show them how to apply ICM tools to maximize their business potential and to compete more effectively in the market.

Q: What process does ICM involve?
A: ICM involves the following three main processes:

Analyzing existing enterprise knowledge, recording it as far as possible and making it sharable within the enterprise. This becomes the enterprise's ¡¥intellectual capital¡¦;

Identifying possible sources of revenue that could be extracted from existing intellectual capital and developing marketing plans for them; and
-
Assessing risks involved in protecting the enterprise's intellectual assets and using an effective intellectual property strategy to minimize business risk.
Q: What is ¡§Intellectual Capital Management Consultancy Programme¡¨?
A: It is a free consultancy service jointly launched by the Innovation and Technology Commission and the Trade and Industry Department, targeting for organisations in Hong Kong (especially small and medium enterprises). The ICM consultant will provide the following services during two sessions (up to 3 hours per session) at your own premises:

help you to become aware of your intellectual assets

help you to identify and mitigate risks relating to those assets

assist you to make plans for exploiting your assets in a more disciplined manner, and
-
assist you to create an Intellectual Capital Report for your organisation

After completing the Programme, enterprises who are interested in obtaining business loans from partnering lending institution(s) (¡§PLIs¡¨) and apply with Intellectual Capital Reports meeting the basic criteria (PDF format), may be entitled to additional financial and/ or service privilege(s) upon successful loan application.
(Note: Financial and/ or service privilege(s) offered by different PLIs might vary. Please consult individual PLIs for details. Enterprises will still be required to submit relevant documents as required by the PLIs during loan application and the PLIs will conduct normal credit assessment. The PLIs retain the sole right to decide on loan approval.)

Q: What is the new attraction of the Programme in relations to business loans from the PLIs?
A: IC Reports are important sources of non-financial data for assessing a company¡¦s performance, preparation to mitigate business risk and future creative capabilities. The second phase of the ICM Programme includes a significant innovation: more favorable financial and/ or service privilege(s) will be offered to enterprises who have prepared their own IC reports upon the successful application in business loans. (Note: Enterprises will still be required to submit relevant documents as required by the PLIs during loan application and the PLIs will conduct normal credit assessment.
